The primary goal of the Enhancing Education Through Technology (EETT) Program is to improve student academic achievement through the use of technology in elementary and secondary schools. Also known as Title II, Part D of the No Child Left Behind Act, the EETT Program is designed to help every student to become technologically literate by the end of the eighth grade. This program also encourages the effective integration of technology resources and systems with professional development and curriculum development, in order to promote research-based instructional methods that can be widely replicated.
Nearly $650 million will be allocated to state education agencies through the EETT Program. Half of the $650 million will flow directly to states and the remaining 50 percent will be awarded through a competitive grant process. Louisiana will receive $12.1 million in EETT funds. States may retain up to 5 percent of their allocations to use for state-level activities. While half of the remaining state allocation will flow directly to local school districts, the reminder can be awarded to local districts through a competitive grant process.
States may apply for the funding from now through Sept. 20, 2010. Competitive grant applications are available from now through August 17, 2009.

States will compete for a share of $4.35 billion to be awarded on a competitive basis. State education agencies that receive the Race to the Top Funds must give at least 50 percent of the grants to local school districts in subgrants.
Race to the Top funds will be available in two rounds: Fall 2009 and Spring 2010.
